Below is the email I recieved and below that is the letter I sent. This is a candid response that other people I know have received.

Thank you for your email, I understand your concerns regarding this important matter and appreciate your efforts to inform us of them.
The discussion of listing live animals on eBay.com happened in the normal course of community-to-category manager dialog on our discussion boards. In these discussions, we often seek input on ideas or changes to eBay.com’s categories and features. During this discussion it became clear that, while members appreciated the difference between listings from commercial breeders and those from local rescue shelters, most members prefer that eBay.com not allow live animal listings of either type. Many members suggested that, instead, eBay.com find a way to promote the rescue and adoption listings offered by websites such as Petfinder.com (www.petfinder.com) rather than doing it ourselves.
We’ve decided to follow that advice and so we will not develop our own service for live animal listings. Instead, we have made contact with the folks at Petfinder.com to discuss ways we might work together to support their service.
Although eBay is a global marketplace with policies that also extend globally, there will be times when local customs or laws may impede the ability to fully extend a policy. We understand that you may have additional concerns regarding such items, please know that we will be happy to review all listings of concern that are reported by eBay’s webform. In the future, you can contact eBay directly by choosing the 'help' link located at the top of eBay’s Animals policy page and then the 'report' link located at the bottom of the page:

Dear Meg Whitman,
I congratulate you for deciding not to have online pet classifieds in United States. I was reading a message the other day and it had two links; the first was a link to your overseas ebay branch and the second was to your newly launch classified ad site "Kijiji". On these sites I saw ads selling animals; some as cheap as $5.00 and some for free. I was disappointed that you would exploit animals this way to "make a buck". If you know anything about the crimes and cruelties committed against animals I'm sure you wouldn't do this. There are "free to good home" ads on YOUR sites which is a cheap way for a research lab to obtain a new testing animal. I am also sure your site comes in handy for people looking for an animal to use for bait in the pit-bull fighting arena. There are also animals from puppy mills being breeded and sold on your sites. I am against soliciting p! uppy mills considering how overpopulated shelters are and how many animals are euthanized every year. I will let other people know about your classified ad sites and the selling of animals. I was a loyal ebay customer and now I have decided I will never shop with ebay again. I am now shopping with one of your competitors, Amazon.
